Run Karachi by the Mafias or by the Paramilitary Force.

The major hitch in conducting a successful paramilitary force operation against the criminals, extortionists, target killers, terrorists and their abettors, facilitators, supporters in Karachi or Sindh is not the MQM, PPP and PPP government of Sindh. The actual problem is the PMLN as a political party and the PMLN federal government. For the reason that, as a political party, the PMLN does not have political roots and infrastructure in Sindh, because of that, PMLN is lacking in public political support and not in position to politically compete and confront with the PPP and MQM in Sindh. Therefore, instead of patronizing the paramilitary force operation, the PMLN government is facilitating the PPP, MQM and Sindh government of PPP, due to fear of a clash and confrontation of PPP and MQM with PMLN and PMLN government.

In a mater of fact, in individual capacity the urban and rural people of Sindh are in support of paramilitary force and they are providing the full moral help to the paramilitary force operation to make it successful. But, due to the democratic political system and constitutional governance of Pakistan, without the administrative support of federal government and political public support of federal ruling party PMLN, to conduct a successful paramilitary force operation in Sindh against the criminals, extortionists, target killers, terrorists and their abettors, facilitators, supporters, those belongs to the biggest urban party MQM, which is controlled from Landon and the biggest rural party PPP, which is controlled from Dubai, is experiencing the difficulties and hurdles.

To run the affairs of the province is the constitutional job and democratic right of provincial government but, in Sindh due to inefficiency, misconduct and corrupt practices of PPP Sindh government, along with, playing the Sindhi ethnic card game by the PPP leadership and Muhajir ethnic card game by the MQM leadership has created an atmosphere of ethnic diversity in urban and rural areas of Sindh, which is also interlinked with foreign proxy political game players in Sindh. Therefore, withdrawal of paramilitary force from Karachi means criminals, extortionists; target killers, terrorists and their abettors, facilitators, supporters in Karachi will again hold the charge of the city, as they ran the city before the start of Rangers operation in Karachi.

Therefore, in the current situation, the Karachi has two options.

1. Run the city by deploying the paramilitary force.

2. Hand over the city to the mafias.

However, according to the constitution of Pakistan; in case of failure of constitutional machinery in a Province, the federal government has authority to take measures under article 234. Moreover, constitutional amendment, according to the need of time is also a constitutional procedure and is in the best interest of the state and the people of Pakistan.

Furthermore, to provide the police powers to the rangers for the paramilitary force operation in Sindh to raid, arrest and interrogate the criminals, extortionists, target killers, terrorists and their abettors, facilitators, supporters is not sufficient. The Rangers are also required to be provided the power of investigation and prosecution too, to achieve the target of the operation in Sindh, due to inefficiency, misconduct and corrupt practices of the Sindh Government.

Note: - Due to failure of constitutional machinery in Sindh, according to the constitution of Pakistan; the federal government is required to take abrupt, immediate and urgent measures under article 234. Moreover, constitutional amendment, according to the need of time is also a constitutional procedure and is in the best interest of the state and the people of Pakistan. Otherwise, atmosphere, environment and requirement for the derailing of the democratic political system and collapse of the constitutional government of Pakistan is fully ripped and ready.
